HS관세율표 제1901호 (Ⅱ)항의 내용 "이호에는 분, 조분, 전분 또는 맥아엑스를 기제로하는 많은 종류의 조제식품이 분류된다"와 "이호의 조제품은 액체, 분말, 입, 말랑말랑한 덩어리, 기타의 형상(예:스트립 또는 디스크)을 하고 있다. 이들 조제품은 밀크 또는 물에 단순히 혼 합하거나 끓임으로서 음료,묽은죽,유아용식료품,식이요법용 식료품 을 만들로 케이크,푸딩등 이와 유사한 요리조제품을 만드는데 사용 이호의 조제품은 또한 식품공업용의 중간조제품으로 사용되기도 한다"고 규정하고 있음. 따라서 본품은 쌀가루를 주성분으로 하여 옥수수변성전분 14.24%와 식염 0.38%을 첨가 조제하여 쌀과자제조용 중간제품이므로 제1905호의 베이커리제품 제조용 혼합물 및 가루반죽이 분류되는 HSK 1901.20-1000호에 분류한다.
