This heading covers frames and mountings, and parts thereof, for the spectacles or other articles of heading 90.04 (see the Explanatory Note to that heading). They are generally of base metal, precious metal, metal clad with precious metal, plastics, tortoise-shell or mother-of-pearl. They may also be of leather, rubber or fabric, for example, frames for goggles.
Parts of frames include spectacle side-pieces and side-piece cores, hinges or joints, eye-rims, bridges, nose-pieces, spring devices for pince-nez, handles for lorgnettes, etc. Screws, chains (without securing device) and springs of base metal are not classified as parts of mountings but fall in their own respective headings (see Note 1 (f) to this Chapter). This heading also excludes mountings and parts thereof of articles sometimes referred to as "spectacles" but which do not fall in heading 90.04, e.g., special spectacles used by oculists for examining eyes (heading 90.18).
