HS의 해석에 관한 통칙 3(나)에 "혼합물을 통칙 3(가)를 적용할 수 없을 경우에는 주요특성을 부여한 재료 또는 구성요소에 따라 분류 하는데 주요특성을 결정하는 요소는 그 물품을 사용할때의 그 구성 물질의 역할에 따라서 결정된다"고 규정하고 있음.
따라서 천연꿀에 설탕과 말토덱스트린을 혼합하여 dryer에 spray 식으로 뿌리면서 건조.분말화하여 견과류 코팅제로 사용하여 달콤한 벌꿀맛을 주는 물품이므로 결국 본품은 천연꿀로는 볼수 없고 천연꿀과 인조꿀의 혼합물 또는 인조꿀과 유사한 물품이므로 인조꿀이분류되는 HSK 1702.90-1000호에 분류한다.
